Buying 2011 Prius 5...want to adjust LEDs upward

Hi all...I am strongly considering buying a Prius 5, mostly because of the LED headlights, I took it for a test drive and it was miles better at night than my 08 Prius with HIDs. I have been back and forth with Toyota about my present car and they won't budge...say its on spec...but no one minds if I drive around with brights on, go figure.

The brights on the Prius 5 with LEDs are awesome, but the regular driving lights need, I think, to be adjusted upwards. Dealer says (this is pre sale now) they won't do it, they are at factory spec and say its agains state guidelines to push them up.

Question then: can I do this? How difficult is it to just point the regular driving lights up a few clicks?
