Some folks may never consider a plug-in, thinking it'd be impossible to install a charger at a condo association. California has passed legislation to made it easier for condo owners, who sometimes have to share common areas for parking:

"...The statute, as revised, gives a board of directors authority to grant exclusive use of common areas to an owner to install and maintain utility lines and meters in the common area necessary to service a charging station located in the owner's garage, carport or designated parking space. ..."

I'm guessing the next inroad for EVSE's will be for apartment dwellers ... though it'll likely be a tougher fight.
