    The story seems to cover "carpool lane clogging" in just the Bay Area/NorCal...I wonder what they would find if they did a similar study into the so-called hybrid-caused HOV lane congestion in SoCal (namely the Los Angeles/Orange County metro area).

    You can only sell the stickers if you sell the car along with them; they're tied into the vehicle's registration info. Non-transferrable.
