I took off the blk. plastic cap in the plastic reservoir and I did not see any anti freeze at the top?

Is it supposed to be seen at the very top?

Yes, both the radiator (metal cap) and the overflow reservoir plastic container (plastic cap) should have fluid in them and be visible from the top, the radiator should be up the the brim and the plastic container to the level line or the shoulder of the tank.. If you have a limited amount of SLLC fluid to use then fill up the radiator first (metal cap).

No not at the VERY top.
There should be index marks on the side of the plastic bottle.
The level will be higher when HOT.

As I recall, there should be high/low index line marks. Use a flashlight shining from the top to aid viewing from the side. The fluid level should stay at the high mark level at all time. Also should check inverter fluid level too.
