Got a new issue that I would like to investigate in case something else is starting to happen.

for the last month or so (interment) the car shutters when doing a slight decel around 37-38 MPH.

Some times if it shutters enough the traction control warning light flashes and then goes away

the would be a decel but no braking so a coast but with the inverter charging HV battery from wheels turning. Usally when maybe just around 40 or slightly higher and take foot off gas pedal to start the coast. tonight i drove with the defroster on (with AC) and it seems to do it allot less or at least to the point where it was not a big noticeable shutter.

Was not sure if this was the transmission doing a gear shift or the ICE engine doing something weird.

Car has new Plugs, Injectors, Coils, MAF sensor, Both O2 sensors (having an issue with upstream one after replacement throwing a code for P2238 so I am waiting for another O2 sensor assuming this one was defective) but the Shutter was happening before O2 sensor was replaced

I hope you used all original OEM parts when you replaced plugs, coils, injectors, maf sensor, o2 sensors, etc. If you used an aftermarket part, any one of those could cause the problems you're experiencing.

The sensors, in particular, use OEM or same level. Cheap ebay/online made in China parts wont work. They even pack it in boxes looks like genuine. Most of the time, they don't work out of box or stops working after few days.

For my Odyssey, I got burned once from an ebay vendor with spark plugs which came in Honda labelled packing. All fake and i was lucky to check it after 3k miles. It was almost ready to disintegrate and on my bmw, the cam sensor, the cheap one threw code immediately. Not worth wasting time trying with these.

Injectors OE but rebuilt. MAF and coils OE, Spark plugs Iridian but maybe not OE, O2 sensors not OE hence probably why i got a defective one. But why is it mainly at one speed and during mostly a decel? It almost seems like a upshift and engine release at the same time and why would it be better when AC is running?
Forgot to also mention I removed throttle body and cleaned it. some oil in bottom of intake manifold that i mainly coaked up with a rag. Also the some times Traction light flashing? the car runs great other wise.

The throttle body, i guess it can do it if stuck or sensor not reading position properly. No error codes? Can you try with a proper scan tool? flashing traction light may set a code in the module.

I didn't had to do it when i replaced the throttle body, but wonder if it needs relearn like other cars. Also all vacuum / air lines are connected?

Lets check it after O2 sensor replacement . Any difference in the behavior if you unplug the O2 sensor?
