Anyone from Virginia knows it is that time of year when we get our wonderful early Christmas cards from our respective counties containing our personal property tax (car tax) bill. Does anyone know if counties/cities give additional breaks to those with special fuel cars/hybrids on top of the subsidies already provided by the State for everyone?

I would actually be surprised if there was any kind of break by the counties/cities, especially here in Alexandria.

My tax bill from Arlington County reads as follows:

    Assessed value $19,958

Personal Property Tax @ $5.00 per $100 Assessed Value $665.30
    *Less PPTRA Amount $665.30
    Tax Amount Due $.00

*Your tax bill has been reduced by this amount. For the first $20,000 of vehicle, tax bills are reduced by 100% (you owe no tax if the total value is $20,000 or less); there is no tax relief for value over $20,000.

    ========
This was on the back of the bill:

"Qualifying vehicles eligible to receive special license plates by Virginia Department of Motor Vehicles for clean special fuel shall receive 100% tax relief on the first $20,000 of value."

This is all based on this county board agenda item that was passed by the board the day before I bought my Prius. It's part of the AIRE initiative.

Yeah, I'm curious as to how they are going to implement that new rule in Arlington. I need to check and see if Alexandria has done something similar...although it is still not clear what they have done with regard to "clean fuel" vehicles since I thought the first 20K was exempt from taxes anyway. Why can't we be like a normal state and get rid of this damn tax! :)

Chesterfield doesn't have any tax relief for cars. All three of mine got taxed (Prius, Tacoma, Civic) the least was $78 and most $346. I guess after Gilmore left the legislators didn't follow through with the plan 8-(

There has not been 100% tax relief for regular cars valued under $20,000 in Arlington. With my '97 Camry I always had to pay something. The way it works here for 2007 is:

    - vehicles valued under $3000 are exempt
    - regular vehicles valued $3000 - $20,000 get 33% tax relief
    - clean fuel vehicles pay no tax for the first $20,000 value and then pay the full tax rate of $5.00 per $100 assessed value above $20,000.

So if I had a hybrid worth $22,000, I would pay the tax on the amount above $20,000, ($5 x $2000/100). But since they assessed my car below $20,000, I owe no tax.

With my old car I used to fall into the second category -- they sent me a bill that reflected a discount off the total tax owed, but I still would owe something.

They added the bit about clean fuel vehicles this year because their main initiative right now is reducing the county's impact on the environment.
