Car won't start - replaced 12v battery to no effect

    Hi all, I arrived home yesterday after a ~20 minute drive, turned off the car for 5 minutes and came back out to go to the grocery store. When I tried to start it, nothing happened. There are lights on in the car, the open door chime plays when I insert the fob into the dash and open the door, but there is zero reaction to the start button being pressed.

    Over the last few days, it has been slightly sluggish in starting so I figured the reason it wasn't starting now was a bad 12v battery. I called a guy out to replace the battery but the car still didn't start after he put a new one in. He did some voltage testing, checked a few fuses, and ended up coming to the conclusion that it was the fusible link that was the culprit (this part -
    ) . The main reason he thought this was because there was less than 1 volt of charge at the jumping point, right where that part is.

    He suggested I buy that part and try to replace it myself but I figure whatever messed up the fusible link in the first place would probably just happen to the replacement as well. Just wondering if anyone has any experience with anything like this
