cold weather affecting engine speed hv ecu specs?

hello from durango!

I've worked on a couple of these lately but for the most part am unfamiliar with the system.

2001 prius
This one i am working on seems to have problems with the cold weather. Get a P3101 as well as a P3191. I cant get the secondary codes with my brick but most of the nominals on the car seem correct.

The one thing that doesnt seem right is the actual engine rpm and what I believe the hv ecu wants to see. When I get the triangle and the take it to a dealership signal, its always sub 30's.

When it acts up, it will die within 10 seconds of start up and pop up with those codes. You can restart it and everything will operate normally but the codes wont disappear until the engine speed gets up to where it says it should be.

Im aware of a tsb on updating the hv ecu, would this be the issue?
