I have seen multiple treads in hybrid discussion groups that the following blurb may explain. Motor Magazine is a trade journal for mechanics.

"Toyota (From Motor Magazine, November 2009)

Electrical gremlins. Drivers of 2006‑2009 Corolla, Highlander, Matrix, Prius, RAV4 and Sienna models may come into your shop with a host of seemingly unrelated electrical issues. Some of the problems you might see are multiple warning lamps illuminated on the dash, a gearshift lever that can't be moved out of Park into Drive or Reverse and nonfunctioning electrical accessories.

According to Toyota, the multiple electrical gremlins almost always occur in below‑freezing temperatures, and are most likely due to frozen contacts in the IG1 relay. A new‑design relay (Part No. 90987‑02031) is now available to put an end to those problems. The new relay is red, replacing the older gray and pink versions."
