Fan not blowing

    I have a 04 and the fan has stopped blowing. I get cold air when operating on vent but not on recirculate. I checked the fan and it is still operational(took out and tested). Checked the power and found 12+ volts on one terminal and .4 on the other. It didn't matter what fan speed I set it at, it always stayed the same.
