If it was a jury trial, prosecutors would NOT want me on the jury.

I agree he is wrong, but on the other hand I believe that hand-held cell phone use while driving should be against the law everywhere. I think hands-free voice usage via an in-car bluetooth system is OK.

If anyone needs to use their phone by direct contact, then they must wait until they can park.

i don't think you should be able to talk at all while the car is moving. 48k seems a bit hefty, how do you come up with that?

I always wanted a cell phone jammer, but I could never convince any of my friends capable of designing one to make one for me. :p

Can I get one that I can carry with me and it would work discreetly inside a restaurant?

it's a federal crime if you get caught with it, but it'll be like a concealed weapon. Nothing will happen until you get caught.

FCC could bitch but not the local police!

Chasing down an "Operator of Jammer" is NOT in the job-description of local donut-shop cops.

are they randomly doing this? (feels like nazi germany or communist china) or do you think people on that route kept questioning their provider on dropped calls?

I can't speak for the local Doughnut Boys, but, "Yes," the FCC has vans driving around where ever they get creditable "complaints" about TV-interference (like they did from the Cell-phone company).

The towns around USAF missile-launching facility, Vandenberg, CA, has a couple FCC vans patrolling, because they (FCC and USAF) don't want ANY un-authorized, spurious, transmissions from ANYTHING to accidentally cause their missile(s) to prematurely launch OR self-destruct!

One of my past supervisors, in his 'reckless youth', was in a friend's pirate (seriously overpowered) ham radio shack when the FCC finally tracked and raided the illegal transmitter.

By the time I was working for him, our facility was designing some of the latest generation equipment that was used for, among many other things, used by the FCC and numerous unnamed snoops to more rapidly locate unidentified and enemy transmitters. Many of these engineers also had experience with 'fox hunting' (transmitter hunting) games with comparatively primitive amateur radio gear.

Would love to have one in my car but would use it by pushbutton only when I see someone actually using a phone. Much harder to get caught that way when you are say using it in 10 second bursts.

But it most definitely can be found if you use it with any regularity.

Don't underestimate the military and national security value for having the ability to find these sorts of things. It will be those folks and/or the FCC doing the actual detective work, not the sheriff or other local law enforcement. The later will simply be doing the 'customer contact' portion of the job.

The guy was obviously a nut job, same as we get who sit in the fast lane of the motorway at 70 mph to stop people speeding.

What if someone was making an important or emergency call on a handfree kit? What if his jammer interfered with pacemakers (long shot I know), or pedestrians (do you get them in America) using their phones?

What about all the other items that use a gsm signal but are nothing to do with phones?

Nah the guy got what he deserved, though $48k seems a little high. He could have settled for a personal wifi transmitter than had the name as "stop using your phone whilst driving" or similar.
