I own a 2007 Prius. Every time I first turned on the AC, had a foul, damp smell coming out of the vents. After bringing it to be checked out by the Dealer, it turned out that the factory forgot to remove a plug from the AC condensate line. In other words, condensate was building up and sloshing around in the line and causing the foul smell.
Now, after removing the plug, I finally notice condensate on the garage floor and no more foul smell.
Moral of the story - make sure that you see condensate under your car after using your AC. Otherwise, your line may still be plugged.

Fascinating. Did you notice that the carpet in the front passenger footwell was getting wet?
