I haven't heard anything regarding free parking meters in L.A. But, I have heard about driving in the HOV lanes in California. As of this date, it is still illegal to drive a hybrid in the HOV lane with only one person in it. The reason is that it has to be FEDERALLY approved. So, for now, we wait....

I think it is just in the downtown area, the "town" of LA, not all the way out to the city limits (which takes in the SF valley, fr example). There is a delimited area, but probbly no signs!

What does free parking at meters have to do with Performance Modifications?
