Are these measurements with the battery out of the car and the bus bars removed? If not the very low readings may come from broaken sensor wires that send the signals back to the car. I t is unusual to have readings as low as seen on 35 to 38 cells, could be corrosion on bus bars so you cannot make a good contact with your voltmeter.

Roy from Canada - I have three 2001 prius that I have reconditioned the batteries myself although none had readings as low as you indicate replacing the 4 bad cells before reconditioning may be your only hope as these may be shorted cells.

Hi Roy from Canada - looked up the 2 codes they indicate you have broaken sensor wires on those 4 low voltage batteries, I had the same thing on one of mine. These sensor wires are on the copper bus and they break where the terminal attaches to the wire (just above it) remove the connectors and resolder the terminal. I did And mine worked ok after I reconditioned the pack. You might be OK just repairing the connections
