In a separate development, Toronto has joined the movement toward requiring taxis to be hybrid or low-emission vehicles, following New York and other U.S. cities. Taxis are a major market for the Crown Victoria and Grand Marquis rear-wheel-drive, full-sized sedans made at a Ford Motor Co. plant in St. Thomas, Ont.

Ford has already cut production in St. Thomas to one shift because of declining demand, and unless the auto maker can find markets other than taxi fleets and police forces, the future for the factory is grim, one analyst said yesterday.

Toronto jumped on the hybrid tax bandwagon Monday night by passing a new environmental policy calling for a program to shift all taxis and limousines to hybrid or low-emission vehicles by 2015.

That's less aggressive than the five-year timeline New York Mayor Michael Bloomberg has established to switch his city's taxis to hybrid vehicles, but it's another major North American taxi market that will almost certainly be lost to the Crown Victoria.[/b]
