Heated seats always on and can't be turned off !

Hello all,

I searched but have not found anything about this,

I got a 2010 Prius with factory heated leather seats and problem is that they are always powered on, driver and passenger side, both of them.
When I press switch under the bar it makes click sound but does not make any difference, the light on the buttons are steady ON no mater you press it, hold it or anything.

I pulled 10A fuses, until I found better solution, can it be switch itself gone wrong or what can be wrong with it?
