Do these unthread, do they pop out by prying, or some other way? The center has a slot like for a flat blade screwdriver, but they dont really turn. 20220313_175023.jpeg

The “pin hold clips” (Toyota’s term) turn 90° and can then be removed. See the Repair Manual (more info), under:
    • Vehicle Exterior: Exterior Panels/Trim: Front Bumper: Removal
    • Vehicle Exterior: Wiper/Washer: Washer Motor: Removal
(I realize you didn’t ask about the washer motor; that’s just the topic where Toyota put the illustrated steps for “Remove Front Fender Liner RH.”)

Parts catalog references: Figure 53-02, Hood & Front Fender (click View More Images and select the second image); Figure 52-01, Front Bumper & Bumper Stay.

Turn them 90º counter clockwise with a small screwdriver to release. It's not threaded so takes slightly more force than you would think and makes a little click when it lets go.
