Is it spelled out anywhere?

I looked everywhere I could think of and I can't find a reference to california county HOV lanes not covered by CA Assembly Bill 2628:

Here's the CA vehicle code section covering HOV lane usage:

The only mention of the expressways not covered by the new bill is by a newspaper columnist.

Can anyone point me to an official document spelling out this exclusion?
(other than a newspaper columnist's Q & A)
