Woke up to street flooding, was able to move my 2009 Prius, but not before water got in under the doors.

In the process of drying it out, there appears some sort of padding under the rear passenger foot wells, perhaps sound baffling?

Trying to figure out next step?

The water appears trapped between material layers.

    Any suggestions?

Pretty common. If the carpet got real soaked it must all come out which means removing the seats and pulling the whole carpet kit out. It will never dry out properly unless removed. It may dry out in the car but it will stink. Also since it may be really funky water pay attention to all electronics under there connectors etc that may be corroded.

You might take a look at this thread, where a Toyota TSB on your exact situation is mentioned in posts #14 and #20 (the TSB number is in post #20).
