Not Working - Buttons for Adjusting Clock Time

    We just bought a used 2010 Prius, imported from Japan in August of 2013.

    Everything is great, except for adjusting the time on the clock. The buttons (H, M and :00) don't do anything. Normally, by pressing and holding down one of the buttons will get the time blinking and the time can then be adjusted. But, the buttons in our car don't do anything.

    Plus, there is a button above the clock-adjusting buttons. In the US market Prius, that button toggles between kph and mph. But in a JDM Prius, that button adjusts the brightness of the dash display. That button too appears not to be working.

    What could be the problem? And, what could be a fix? Might it be a dead fuse, or is it probably a loose wire?

    I'd try pulling the dash trim up and verifying that the connector is properly connected
