Has anyone here used a hand-held tester to change the Prius electronic system settings? If so, which one has worked for you?

A good question, however the reality of Prius ownership is that there are very few things you can do with the programming of the vehicle. Aside from various user editable things, such as the backup beep, seatbelt warning and some others, which are documented here if you search, the rest of the vehicle is basically not accessible to the owner.

Only Toyota service departments with the Toyota Handheld Tester (THHT) have access to the computers directly. Even then, there are limits to what they can do.

All software updates that Toyota publishes are installed into the Tester and then the tester interfaces with the vehicle to perform the update. It isn't all that different from flashing a modem with new software, however if done improperly, the results are just as disasterous and a whole lot more expensive.
