    Just wondering...

There is a sticker on the window of my Prius that says it is a "partial zero transmission vehicle". Partial zero?

I assume they mean there are no emissions in electric mode, but there are when the ICE is powering the car? If I'm wrong, can someone explain this to me?

    Thanks...

That's exactly what I took it to mean, but I've seen no "official" explanation.

After a quick brainstorm and search, here's what I found:

The part that gets the "PZEV" bit is the fact that it produces no evaporative emissions. What this is, is emissions into the atmosphere caused by gasoline vapours.

The Prius prevents the vapours from escaping (and minimises their formation). Not only do you not pollute the atmosphere, you're also burning every drop of fuel that you bought.
