Passenger door will open from the outside when it shows locked on the inside

    When I lock the doors on my 2010 Prius, either by fob, manually by pushing the door lock, or by using lock button on drivers side, the door can be opened by door handle from the outside. Is this an actuator problem or something else.

    I would think actuator or cable problem there's not really much else in there I have a generation 3 door apart now for various and sundry things this not being one of them.
