Passenger wiper arm issue - Are both splined shafts driven by the motor?

    Having some issues with the passenger wiper getting in the wrong spot and crossed with the driver wiper. I pulled of the passenger wiper and noticed that the center splined shaft rotates with the motor, but the far right side (passenger most side) does not rotate. Is this correct?
