PC-based transponder copier/recorder/writer?

Is there a cheap device, perhaps one that works with a PC, that can record and/or write the transponder code of a transponder key?

Thoughts? I'm mainly concerned with reliability and whether it will work with my car and future cars.

What about the same thing, but for a keyless entry remote? I only have a valet key and cannot program new keys or keyless entry (useful when the mechanical lock is frozen in cold weather).
