Power under hood but not under dash

    I have a 2012 Prius I just got. Car does not start. The 12v battery is new, I’m getting voltage to the fuse box in engine bay but no voltage to the fuse box under the steering wheel. Checked fuses in engine bay, they all check out fine. Not sure what to check next, does anyone have wiring diagram for this?
