Prius 2002 ABS code 46

    I checked ABS codes on my 2002 Prius and found these codes 21, 22, 23, 46, 59. I tried to clear them but the abs light is still flashing code 46. Other codes are gone.

    I am wondering if some one knows what is code 46 or has any experience with it.
