    It’s not surprising that the rate of hybrid ownership in the Seattle area is high. At 5 percent of all vehicles, it’s slightly more than double the national average, according to Nielsen Scarborough market research.

    I would think this isn't the ONLY reason by a long shot.
    But my experience driving into Seattle is that they have a horrible traffic congestion problem.

    You can drive from Oregon to Seattle Washington and make GREAT time, then get a mile or less from city center Seattle and get bogged down in really horrific traffic jams.

    If I lived in Seattle, I'd really want a Prius.
