There is a small circular punchout on the left front bumper. Does anyone know what it is?

I believe its for towing. If so, you'll never need it ;)

Cover for the tow hook. The hook is in the rear in the storage bin. You screw it into the front when you need a tow.

Its for towing your prius........you'll find the bar/hook near the jack/parts in back and how it goes together in the owners manual.

Really read the towing section as most tow operators will know little of how to move a disabled prius without damaging the drive train.

I don't think this question has been answered enough:

It's for towing the Prius. The tow-hook screws in. It's in the back. The manual explains how it all goes together.

That was fun. Everyone join in...

When people ask, "Where do you plug it in?" I'd like to point to that and say, "Right there. Charges in 2 hours. Uses 15 watts of power." :)
