The bill would also create a "center for vehicle electronics and emerging technologies" inside NHTSA. During congressional hearings into the Toyota case over the past six weeks, lawmakers questioned whether NHTSA had the technical resources to closely study increasingly complicated computer software and hardware in vehicles.

The agency would also be required to come up with rules for space between the brake and accelerator pedals, gear shift designs and stop-start systems -- all problems highlighted by the Toyota probe. Automakers would be required to build vehicles with event-data recorders that could be easily read, a step Detroit automakers made several years ago but that Toyota and other foreign brands have resisted.

There are also elements to increase fines and a fee to pay for the NHTSA. So far, I don't see any problem in the proposed draft legislation but we really can't tell until bills are filed.
