Brand new 12v battery; good and charged. Dashboard lights up but engine does not turn over at all. It doesn't even seem to try to start. I feel like I am overlooking something obvious; like a reset feature.
Using proper 'chipped key'. Even tried the spare. scanner says P3030 fault which I cannot erase, purchased and installed new 'big battery' with all cells good and charged. Purchased and installed brand new OEM wiring harness.
I don't know where the starter is to test that it is working, but I know that if it doesn't crank over there will be no spark to ignite the combustion engine.
What am I missing? I am supposed to go back to work Monday...I just don't need this frustration!
    What is my next step?

There is NOT a "starting motor" as such.
What you need to do now is STOP wasting money on wild guesses and take it to a qualified Toyota shop.
    Or sell it for parts.

Sounds like a 19 year old car with a pile of shiny new hardware....

Robert, are you availing yourself of the repair manual (more info)?

Won't start (as in won't READY) is usually a simple matter of the hybrid vehicle ECU awakening, running down its checklist, and saying "nope, not going READY till that's fixed", and it will set codes telling you the reason. P3030 in a brand new pack is a little odd, but in all likelihood easy to fix.

Was the old battery ECU swapped into the new pack? Perhaps there's an issue at its connector to the voltage sense harness.

Just systematically following through the troubleshooting steps ought to get you going.

After sitting so long, the main traction battery might have lost its charge. I have no experience with grid chargers, but there are probably plenty of threads on this site and others here that can give you good advice.
