Steering Wheel/Column Scrapping/Grinding Noise?

    2007 Gen II, noise started about 6 mo. ago, just turning the wheel either way, scrapping or grinding sound, fairly loud. More faint while driving, but still there. Noise is not constant, varies as you turn the wheel. Sounds like plastic scrapping, but dealer said I needed a new "steering column" for $692.43. Really? (Toyota of the Desert in Palm Springs)
