Unused rubber plugs - PDI - what are they?

    I opened my glovebox once when my car arrived to put the key for the locking wheel nuts inside. I've not opened it again until today when I was cleaning my car, and I noticed this plastic packet, which was stapled shut and unused.

    Could I trouble one of you to enlighten me as to what the purpose of these plugs are? Should they still be in a sealed bag, or has a step been missed during my PDI?

    i think there are open holes under the chassis. someone else will know for sure, not sure why they can't insert them at the factory.

    Thanks. I'm going to email the supplying dealer. I'd like to confirm that the plugs in my glovebox are missing from the holes in the chassis, or just a spare bunch of plugs.
