If your 2008 car is brought from the US then it may have a gas tank with a flexible "membrane". This membrane can partially collapse, reducing the gas gank capacity. There are lots of members here with that generation of car, maybe can give you some tips.

In 2004-2009 US Prii, the internal gas tank "bladder" gets stiff in cold weather and reduces tank capacity (by about 20%). The gas pump auto shut-off can trigger prematurely due to the back pressure needed to expand the bladder.

There is no tank replacement program in the U.S. If one were to be created, it would also have to make other changes to meet U.S. air quality regulations.

Drivers have mostly learned how to deal with its annoyances and peculiarities and get nearly a full tank of fuel into it. In Russia, you are likely free to replace the U.S. tank with a no-bladder European or Japanese tank.
