As far as I know, you need a VIN, at least for the stickers, and probably a bill of sale for the tax credit. I bought my car off the lot, so I don't know how you can get a VIN without the car in your posession. Good luck.

The tax credit happens on your 2006 tax form so from the point of view of filling out the tax credit form, it doesn't matter when you get it this year. The VALUE of the tax credit is dependant on the DAY that you PAY for the car, not when you put down a deposit.
I have not seen delivery dates for the 2007s, however while it is true that the 2004's hit NA mid Oct of 2003, I don't think the 2006s hit until Nov 2005. What makes you think you can get a 2007 in Sept or early Oct?

 

If you wait till September, I'm afraid there may be no more HOV stickers remaining. I read this a few days ago: "Officials set a maximum of 75,000 permits. And as of Thursday, they had received 74,108 applications and issued 62,355 permits."

I didn't have to pay the sales tax in cash when I bought the car. I paid a $3000 downpayment via check and wrote another 'blank check' courtesy of Capital 1 (financing) to pay for the balance of the car, sales tax included. Make sure to explore all your financing options before making the purchase, if you're planning on financing the car. Get a good rate and term that work for you.

According to this, the 2007 is not even on the list for the credit... only the Camry.

The tax credit is not specific to the 2006 M/Y, the decrease to 50% is due to Toyota selling 60K 'qualifying vehicles' prior to July 1. It is a limitation in the energy bill meant to support the lousy design forethought and marketing of the Big 3 automakers.
I don't see anything in there that says the 2007s WILL be available in Sept, but I can see how it can easily be inferred.

Tax is owed on the purchase price of the car - trade-in if there is one. when you pick up the car. If you are financing, you would need to use (sales price of the car + tax, license, etc) - (trade-in + down payment) as the amount to finance.

In California, where mywhitenoise is located, the sales tax is calculated on the actual purchase price of the new vehicle. The value of the trade in, if any, does not reduce the amount of the sales tax.
