    Hi Edward,

There are two drains. It is apparent that at least one is, or maybe both are clogged with leaves and other debris.

If you want to DIY, you'll have to remove the wiper arms. Then note the two plastic fasteners on either side of the cowl assembly. Push down on the center to unlock, then pry the fastener up. Don't be surprised if the fastener breaks as the plastic ages and becomes brittle over time.

Remove the rubber weatherstrip that runs along the cowl, by carefully disengaging the plastic pins. An adhesive strip runs along the rubber and can be reused if you are gentle as you remove the rubber.

Then you can remove the two black plastic cowl covers, one at a time.

At that point you will be able to see into the cowl tray. Look for a drain at each corner, and clear the leaves and debris so that the water can drain out.

If the plastic fasteners have broken, you can obtain replacements at your local Toyota dealer. Good luck.
