The molding around my windshield on my 2007 Prius is looking pretty bad, looks like dried out Sun damage but doesn't leak. Is it replaceable without removing the windshield?

I believe it is replaceable without removing the glass. I suggest you consult a local auto glass shop to see if they can do that for you.

I am hoping someone knows for sure if it is replaceable without removing the windshield. But if it is and I can find out how, then I prefer to do it myself.

The repair manual suggests that you cut the old rubber molding off. It's unclear whether this cutting process will leave a portion of the old rubber molding embedded under the windshield glass. Of course, if some of the old molding is left then it will be impossible to seat the new molding under the glass properly.
