That bulletin seems to be for low beam issues... which in the case of the Prius, would be physical movement problems of the reflector that moves when you switch it from high to low.
They later say the ECU seldom needs replaced that is most often the bulb... it almost seems the person who wrote this service bulletin either said what they meant' to say very confusing or they didn't really know what they were talking about?

They do mention issues with flickering but it doesn't seem to be tied to low beam issues.

they also say its not a warranty issue?.... seems the whole thing is a mess... they are saying things without saying anything concrete or conclusive... does anyone else feel this way or is it I'm just cranky at the end of a long day?
