    Actually it has to do with the way the extension shaft is designed. See post #8 in this string for more information.

    I haven't looked in the PDF until today, and this caught my eye:
    Toyota put this in bold red letters in two places in the PDF but I wonder if any dealer tech would bother with that "extra" step - most likely they would just use a big pry bar to force the cover open as shown in OP's picture. Sigh. :(

    My 2005 had recall repair done today, N/C - invoice says, "Insp; shaft recessed; R&R Intermediate shaft" and parts listed, "WT3 and extension kit, steer" I presume more than just the bolt was replaced.

    Clearly says removed & replaced intermediate shaft due to the shaft being recessed which is its defect.
