Can someone tell me that purpose of the gas tank cover? There's a cover that seems to cover the left half of the gas tank, underneath the car. I'm sure it's there to protect something, just don't know what. Would it be safe to drive without this cover?

Most of the plastic under the car is just there for aerodynamics.

Which aids the Prius in it's amazing aircraft like glides, when you pulse and glide it. Try googling for pictures of the underbody. You'll be amazed! That's where some of the effort / money went into building this futuristic vehicle. Most detractors of Prii don't know what's under there. Only high end cars like Ferrarrii have specifically designed underbodies like that. Now you can see why the Prius has the shape it has. It's a highly efficient aerodynamic body form on wheels. That's why I call it "The Spaceship" :)
