All of a sudden I cannot adjust my heat level, nor turn the unit off. My local mechanic has told me the entire unit may have to be replaced at a cost of 1.8K.
Before this problem started my wife had attached our GPS to the screen that was displaying the heat/a/c etc setting. Could this have caused this function screen to fail?

I am assuming the attaching of the GPS unit to the screen was done with some type of suction cup device?
If so, the missus has violated Rule #1 when it comes to touch screen devices, which is...

NEVER USE A SUCTION CUP ON A LCD TOUCH SCREEN!

Unfortunately as tough as they may seem, the screens are actually kinda still in the handle with care part of their development. They will take some abuse, don't jab the screen too hard, but hanging a bouncing weight off of the unit is one of the best ways to trash the screen. I also assume you are out of warranty? If so ouch, you might try a Auto Dismantler, or even eBay, if you do the work yourself you could save considerable on the labor charge.
Let us know how you make out!

do none of the steering wheel HVAC buttons work?

I can't even remember the last time I had to touch my LCD screen.

that's the problem with the generation 3 Prius, they made the outside look gorgeous but they did stupid things with the cupholders, location of the nav screen and took away key steering wheel buttons.

I'm gonna order all the gen 3 body panels and replace my body panels ;-)
