I have a 2002 Prius that doesn't start properly, It takes about 3-10 tries, put key in , try and start, pull key out, repeat.
Brake pumps are working, 12 volt battery is 6 months old and has voltage. This behavior is only at after sitting all night, not during the day. Car has about 200k miles on it.
    No codes.

If you don't have a voltmeter to check out the 12V battery voltage (with headlights on and defroster and fan running)... You can use the maintenance mode to display the voltage to see what it looks like in the morning and if it drops in ACC with headlights etc.

Also, does it set a trouble code when you click the key to START and the ICE doesn't start (ie. it never reaches READY)

Do you hear the engine turning over or is it totally inert?

This helps decide if the problem is in the electrical circuits that handle starting versus circuits that are needed to run the engine. If the engine turns over but doesn't run, we start looking at the ignition and fuel injection systems. But if the engine does not turn over, we look at the MG1/inverter/HV ECU side.

Whose code reader are you using? Some are not very good.
