if you have HIDs than your headlight level sensor has gone bad, they usually rust out from the winter so i don't think that applies to you in San Diego unless you bought a used car that has spent many winters in the snow belt. When the sensor (between left rear hub & cross beam) goes bad it sends the HID into default mode which points them straight down and you can't see squat. But this also throws a couple of warning lights to come on your MFD.

so you probably have halogens and your lights may be hazy from the sun, buy a headlight cleaning kit, hopefully you have a drill as I like those kits the best. 3M and Mothers and Meguiars make good ones, sold everywhere, easy to follow instructions. This may get you halfway to your goal, now buy yourself a nice expensive pair of Sylvania Xtravision or GE Nighthawks. Philips may have a higher end bulb of their own, bottom line you'll get what you pay for buying nice WHITE bulbs instead of cheap ones.

never ever ever touch a headlight or fog light bulb with your bare hands, the oil on your fingers will greatly diminish their life. You can touch all the other bulbs in your car with your bare hands, such as parking, turn signal, brake, tail, license plate, and all interior lights; just not the headlights you just spent big bucks on.

avoid ebay, avoid anyone selling blue or purple or green bulbs, they'll advertise it with a kelvin rating like 4000k, 5000k, 6000k, even 10000k. These are just tinted glass which allow less of the light to pass thru, not only are you breaking DOT laws you will be able to see even less. Any packaging that says, "for offroad use only" means they are not DOT road legal. If you want to see illegal bulbs just look at EVERY pontiac grand prix and most grand ams at night. They're all driven by stupid white trash punks trying to pretend their car is an Audi. It isn't, you can stare at them for 1 minutes straight without turning away; you can only look directly at an HID bulb for a split second before damaging your eyes. Don't be like them, if I were a cop i would impound every car with those ebay garbage bulbs.

You can buy an HID conversion kit but that requires some skills and if you wanted HIDs you should have just bought a Prius that came with them from the factory. 2004 and 2005 are the best because the d2r's last much longer than the d4r's. Clean the lenses and replace the bulbs with quality legal bulbs and you will be a happy driver.
