Is there a way to inexpensively fix this if that was the case?

No, I haven’t. My car with the issue is a 2006. Bought as a project car to learn on. I love learning and working on these cars. Yesterday I changed spark plugs. They were so gross I know oil dropped into everywhere it shouldn’t have. Need to do more reading and see if something else also needs to be changed. I got the oil out of the well before I pulled the plug and the car did start but still running this code. Need to dive into it more.

Do yourself a favor, get some carb cleaner or brake clean solvent spray and check out that throttle body plate and make sure it is clean and nothing is wedged in the butterfly valve. I have found a spine of a leaf keeping it from actuating properly. Then make sure you have brake clean or MAF cleaner and get n LED flashlight or the brightest flashlight you can muster and shine it to where you can see the hot wire resistors of the maf and make sure they are clean and not fuzzy looking or something melted on there.
I thought you said 2004 so that TSB doesnt apply sadly.

And make sure you dont have any issues with your fuel being off on the gauge. You could be empty of fuel but if you have never had an issue then nix that idea. I would chase that P3190 which is POOR ENGINE POWER which identifies the sequential fuel injection system which is air induction (air box and throttle), fuel injector and fuel system, and MAF etc. Hope that helps but 9/10 times its just a disgusting throttle body. Also after cleaning remove the neg battery cable for 10 min or so to try and reset the fuel trims which I want to say you dont need a scan tool to do.
Sometimes Im wrong on that one depending on year to year and model to model in Toyota land.

Thanks Erik, I did all of those steps yesterday as well. Need to rebuild the hybrid battery and drop in a different 12 volt and will resume work on the car on Friday. Thanks for all the input. The MAF was really dirty, removed it, cleaned it properly let it dry. Removed the air intake, cleaned the throttle body and butterfly, also put carb cleaner in. I think it needs more and some fuel injector cleaner in the fuel tank. Also another oil change as after driving the car 400 miles and it sitting for a week the oil was VERY dark again. My husband changed the oil the night we brought her home for me to tinker with. I think it had more maintenance at 260,000 and the poor car just got drove into the ground. She still had the original spark plugs.

Fuel was 91 no ethanol as I knew she was needing some love and when I parked her I knew I might need her to idle In ready for a few hours to burn out the junk. I knew she need new batteries and that she was running like crap so I don’t think it’s a fuel gauge issue thankfully.

Wao! I like your passion. Four Prii for a learn?
Are the prii same model years or ? I'd ha e bought only one or two, then use the remaining cash for other things like investing on tools.

Which code (DTC), and what ended up being the solution?
