Toyota issued an updated to the J0T SAFETY RECALL REMEDY procedure on November 15, 2018.

Toyota has acknowledged multiple ADDITIONAL points of requiring protective tape

Toyota dealer letter states, "All vehicles that have NOT ALREADY HAD J0T COMPLETED should receive the updated remedy procedure."

What about the owners that already had it done?

Will they be notified or receive the updated remedy free of charge protecting these new areas?

That would depend on whether they inspected and retaped your harness. The original instructions only retaped if there was visible damage.

What about the new places they never instructed the technicians to tape the first time?

Now, they are instructing them to tape new places. No one that got the remedy done before the update had those places (per the technical instructions) taped for protection.

I had mine done on the 16th, but I wonder if they "got the memo" about the new locations in time to know to look there. I would ask the dealer about it, but I'm not confident I would get an honest answer.

I just called Toyota Corporate, using the number in the attachments above. If you have concerns after the recall has been completed, either you can contact the dealer that performed the recall or Corporate can call for you.

My issue is that I see minor damage on the left harness. The dealer that performed the recall is 105 miles away. My only other option is to discuss with my local dealer, pay to have the work done, and try to get Toyota Corporate to reimburse me somehow. My local dealer does not have the best reputation for sales or service.

Toyota is contacting the dealer that performed the recall, so we will see how this plays out.

The service manager from the dealer called. He initially said he had the revised bulletin and there were no inspection changes. After checking with his master tech, he called me back and basically said I was correct. They have offered to inspect & tape it while I watch whenever I get to their area.

Great news, Prodigy. Sounds like your dealer is trying to do the right thing. Shame that according to this Toyota document it doesn't appear the manufacturer will be re-notifying or informing owners like you about the new repair procedure because you already had the recall "completed"

Toyota indicated to be they will not be re-notifying because it is not a new recall number.

Didn't the dealer tell you the repair for the recall had in fact changed?

When the dealer first called me (after getting called by corporate) they said the recall had been updated but the inspection was still the same. They then checked with one of their master technicians and called me back saying the inspection had indeed been changed.

Thank you for sharing this. NHTSA has posted the revised Technical Instructions (PDF) document, in which Toyota writes, on pages 15 and 19, “Abrasion Resistant Harness Tape is applied to the RH (Passenger Side) harness to provide a consistent appearance. No inspection of the harness is necessary.”
I see only one additional point mentioned, on the RH harness (i.e., the one going to connector C32); the LH harness (for connector C33) was part of the original version of the Technical Instructions (PDF). Note that “RH” and “LH” are from the driver’s perspective, not that of the technician looking under the hood.
If the step was added for aesthetic reasons, as Toyota states, and not to correct a nonconformity or defect, then there would seem to be no need for further work—or associated expense, inconvenience, or risk of damage—on vehicles for which the original version of the procedure was followed.

Some dealers may offer, under the warranty or as a courtesy, to apply more tape or make other repairs, as @Prodigyplace kindly mentions one dealer has agreed to do, but these activities would not be part of the recall.

Since the original and revised procedures have different operation codes, as long as dealers make accurate warranty claims, Toyota would be able to identify the vehicles on which each version of the procedure was done, should this ever be necessary.

"If the step was added for aesthetic reasons, as Toyota states, and not to correct a nonconformity or defect, then there would seem to be no need for further work..."

The technical instructions for a safety recall were changed and protective tape is being added to a second contact point that may cause wearing for "aesthetic reasons" pertaining to a wire harness under the hood?

Yes, exactly. Toyota’s words, quoted above, were “to provide a consistent appearance,” which I understand to mean that the harnesses for both connectors will look the same after the work is done. I described this as an aesthetic reason, as opposed to a functional one: perhaps Toyota received too many questions from customers or dealers about why one part of the harness was being taped and another not.

If you have evidence of a further safety-related defect or nonconformity, why don’t you write to one of the NHTSA officials named in the acknowledgment (PDF), or better yet, file a petition under 49 CFR § 552.3(b), which if granted would benefit everyone with an affected car, rather than the few of us who read this forum?

    Prodigy, when you said this:

"My issue is that I see minor damage on the left harness."

Did you mean the left side as you are standing in front of the car and looking down into the engine compartment? Is the left side you are referring to the passenger's side harness or the driver side harness?

Standing in front of the car, looking at the harness. They re-taped the right side looking at standing in front of the car when they did the recall.

Not done the recall yet, but as posted earlier, I inspected the harness and the right cable (looking from the front) the right cable mentioned in the notice had plenty of air gap, but the left cable was in contact with the cover. I simply removed a small bit of material from the cover above the left cable that was touching so that it was no longer in contact. There was no damage to the tape on the left cable yet a the point of contact. I'd imagine they will put tape on both when I get it in for the recall and also do the Firmware update to the sonar system as well.

They appear to have wrapped both sides on mine. The other (left) side had the obvious "digging" into the harness.

They changed the recall to inspect and tape both sides.

Mine was done on 14 November - the Australian original recall had only just been sent out by then, but I haven't seen details of the recall. My suspicion is that they saw this and decided to do both sides:

The wrapping quality isn't flash (see my photo Post #17) - or maybe I'm fussy. I've got a daughter who creates bridal gowns for the prestige market and she'd be disgusted.

Is it just me? ......or does anyone else see a need for modifying the "Cover/Edge" with a "Relief" above those wire harnesses? ........(I will be making that modification).......(y)
