So I have a Red Prius 2009 with 90,801 Miles and has a all the lights lit up I had it read by a friend who has Techstream. And all the blocks were around 14.50-14.70 which seems normal 7.25-7.35 I think I need a new hybrid battery. Does this seem right? If not what could the problem be? It won’t go until ready mode unless I unplug the 12v battery. I check the 12v battery it’s at 12.1V Off And 14.3V On.

If lucky, it may just be simple corrosion in the HVB ECU and associated cables/connectors. FYI : you're moderated until you've posted 5 times.
So if I had the hybrid battery replaced? You think that would solve it? What company’s can replace them near haymarket va?
It may not need replacing, but that is one approach for sure. In the techstream results (click on the blue flake just to the left of the DTC P0AA6 for the freeze frame data), what is the 'Short Wave Highest Value' voltage reading at? (closer to 5 is better) Here is an example image, and you may find this 'short wave highest value' elsewhere within techstream as well : How dependable must the vehicle be? (is the vehicle used for work, school, doctor, something critical, etc) How long does the repair need to last? (do you have an interest in revisiting this problem in weeks/months, or spending additional $$$) Do you (or someone you know) have basic tools and a DIY attitude? The only person that I would personally recommend is 6+ hours away, unless you want a new replacement option. Paging @TMR-JWAP
So My friend Daniel came over checked with his Techstream and it’s no where closer to 5 does that mean a bad hv battery?
It means there is a voltage isolation leak (P0AA6), and it is likely a leaking module within the battery pack. You could install a new OEM or NEW aftermarket HV battery, and that would likely solve your problem for another 10+ years. Best not to buy into the refurbished/reconditioned battery racket (think USED), as most are overpriced for what you get, or don't get. Oh ok I was looking at newpriusbatteries gen 2 cells. Are they any good? They look different then the normal gen 2 cells.

So I installed the new battery on Sunday and today is. Wednesday and I started up the car about an five ago and I got all the lights I looked at my friends tech stream he left for me to use for a while. And it saying P3000 P0A80 With Block 2 Being A 0.90 Then Rest All of Them In The 15.86-15.75 Range With 14.85 for block 2 any ideas what’s going on it drove 149 miles fine after battery replacement on Sunday? Werid thing is won’t go past 3 blue bars when code came today.
Can you go through that a little more slowly? I've read it over a couple of times and can't quite make out what you are saying about block 2.
Fire up techstream, do a health check, click on any of the DTCs that have a snow flake, look for the INF, and post them in this thread. Example of where to locate them below : and Check the connection(s) on block 2. The HV battery voltage sense harness should be new, as it's included with the new battery kit. I would check for corrosion in the ECU next, and since you have techstream If those look good, then take a peak inside the ECU and look for internal corrosion or whiskers : This thread has more images that may be helpful : The battery fires at ECU sense connector thread | PriusChat
