Replace coil packs when replacing spark plugs?

    2010 with 98,000 miles. I have the c1391 code for brake actuator failure so it seems like a good opportunity to replace the spark plugs too. Is it advised to change the coil packs at the same time?

    not unless you have a failure indication. They are meant to last a long time and many cars go to the crusher with the factory set still in.

    So absent any misfire codes or suspiciously low fuel economy, keep going with what you've got.

    I do. It's called "maintenance", just like with oil, tires, spark plugs and other things. In this case, my experience with coil packs is that on my '99 Volvo all failed, one at a time, within about 5,000 miles at 140k. And in that case I didn't need to remove any cowling or wiper assembly to access them.
