2015 Prius 3, 155k mi. My simple question is if the battery negative or power in general have to be cut off to be able to remove or replace fuses (10A PCU, 7.5 P CON MAIN)or relays (DRL fog light) from the fuse box; or shutting down the car is enough?

How old is your 12v battery?

Measure the voltage of the 12v battery when the car is off.

Do you own a 12v battery charger? Is so, connect it to the 12v battery and charge it up.

The battery is from 1/22 and I bought it on 12/22. It charges all the way up to 13.49v. But in about .30 min it drops to 12.4v

Did you measure the battery voltage before you charged it?

Did you try starting the car after you charged the 12v battery?

Assuming the add a tap circuit was not necessary, the relay used may be wrong.

To get better feedback add more details.
