If the ON/OFF button is pressed down for 3 seconds while a Prius 2008 is in forward motion at highway speeds, will PARK automatically engage causing the front wheels to lock up? Does anyone know the answer to this question?

Background... The emergency procedure for stopping a Toyota hybrid or a Lexus hybrid in the event the throttle suddenly locking wide open is to hold the ON/OFF button down for at least 3 seconds which will shut off the engine.

I was under the impression that when normally parking a Prius, pressing the ON/OFF button, without first pressing the PARK button, would automatically engage the PARK function anyway locking the drive wheels as the car shuts down. Why would the PARK function not engage when the car is in motion if the ON/OFF button is depressed? Is there a fail safe mechanism to prevent the PARK function from engaging and locking the front wheels? Can anyone answer this?
