Can I self-program a new key?

I lost one key and have been looking to replace it. I still have the other key and it works.

I'd like to get a new key that works to:
    1) unlock the doors by pressing the button
    2) unlock the doors based on proximity
    3) start the car by being inserted into the ignition slot
    4) start the car by proximity
    Is this possible?

I've seen many conflicting reports. Some say I have to get my existing key reprogrammed, some say I can use a used key and reprogram it, some say I can only get the key to manually unlock the doors.

Can anyone please direct me to a place I can buy the replacement key from and a tutorial on how to program it? Thanks so much.

The sticker inside the existing key says:
    MDL# B31EG
    FCC ID: MOZB31EG
    IC: 2584A-B31EG

It is a complicated story. Do a search for "chicken dance" and you will learn about the procedure. The car's ECU is programmed to accept the new key, as long as you have a working key. Buying a new key will work, but used keys from eBay may or may not, depending on how many times used they actually were used.

Thanks nh7o. I found articles about how to program it to start the car and how to make it unlock the doors, the best being: Finally! How to program a non-SKS key/fob. Detailed! | PriusChat

    Two questions:

    1) Will the proximity unlocking + starting work after the "chicken dance"?
    2) Is there a certain term I need to look for on eBay auctions to guarantee they will work?

The chicken dance has worked for people with SKS. As for eBay, I haven't tried my luck. "New" would be the only term that would catch my attention. You might try these people, although I haven't done so myself:

Another potential to save money over the dealer is to go through an automotive locksmith, as they can do the programming as well.
